Obituary

Ionne Denise "Neicy" Clark was born February 12, 1956, to the late Ernest D. Tisdale and Elizabeth Johnson Tisdale of Washington, D. C. She was number 6 of 7 children.

Neicy received her primary education in D. C. public schools at Bryant Elementary and Hine Jr. High School. She also attended Central Texas College in Killeen, Texas.

Neicy married the late John Robert Scales, Sr. and from this union came two children; Sherri Elizabeth and John Robert Scales, Jr. She later married Ricky James Clark and from this union came Nicole Tamica Clark.

Neicy had an infectious laugh, a bright smile and always found the good in a person. She wasn’t shy to speak her mind, and she always had the best interests of her loved ones at heart. She loved her family near and far above all else. She wanted everyone to succeed and to never give up. And always keep God first. Being a military spouse, she was able to travel the globe, but home for her was Texas.

After 15 years of employment with the Department of Labor in Dallas, Texas, Neicy retired. She enjoyed her service with DOL as a Consultant for the Wage and Hour Division in the Financial Department. The friendship and bonds made with her co- workers made it enjoyable to go to work.

Neicy is preceded in death by her parents, Ernest and Elizabeth Tisdale; her siblings, Albert Johnson, Anthony Tisdale, Barbara Pickens, and Ernest Tisdale, Jr.

She leaves to mourn, her husband, Ricky; her three children, Sherri Collier (Samuel G.), John Scales (Melanie) and Nicole Clark; five grandchildren, Mikaailah Collier, Shamuel Collier, Audriana Denise Clark, Khloee E’lise Rucker-Clark, and Kaelyn Elisabeth Scales; and two great-granddaughters, Nahlah Aubriella Collier and Kaylani Ace Collier; her brother, Gary Tisdale (Latoria); two nieces, Yolandé Pickens and Paula Scales; two nephews, Howard Coleman and Anthony Coleman; not to mention a host of cousins, and beloved relatives and friends.

Neicy departed this life and entered her eternal rest May 9, 2026. She will truly be missed by us all.
